Wbrew temu, co próbują opinii publicznej wmówić politycy obozu rządzącego, Unia Europejska jest liderem wśród organizacji międzynarodowych, jeśli chodzi o tworzenie i wdrażanie rozwiązań antykorupcyjnych. I choć działania UE w tym obszarze mogłyby być lepiej skoordynowane i bardziej efektywne, to nie można mówić, że Unia ignoruje ten problem i nie podejmuje wysiłków, aby go ograniczyć – w przeciwieństwie do wielu państw członkowskich UE, w tym Polski czy Węgier, które akurat z korupcją mają ogromny, systemowy kłopot.
The report covers the key challenges identified in the project design and construction phases. It reflects the position of the Contractor and the Contracting Authority. Regular monitoring activities have inspired recommendations for the project parties in question and more generally for parliament and government to consider measures reducing the risk of fraud across the market. The European Commission Integrity Pact concept, which has enabled and guided the process, was full-scale tested for the first time in Poland. The authors of the report are presenting their personal assessment of the mechanism and are offering follow-up ideas.
