Od 2016 roku Fundacja im. Stefana Batorego, pełniąc rolę obserwatora społecznego w ogólnoeuropejskim pilotażu Paktu Uczciwości, przyglądała się modernizacji linii kolejowej nr 1 na odcinku Częstochowa – Zawiercie. Po zakończeniu działań monitoringowych przyszedł czas na podsumowanie – co udało się osiągnąć? Czy pakt uczciwości będzie powielany w przyszłości? W jaki sposób obywatele mogą włączać się w monitorowanie zamówień? O tym będziemy rozmawiać z naszymi gośćmi podczas dwóch paneli dyskusyjnych podsumowujących projekt.
Pierwszego dnia konferencji dyskusja poświęcona będzie wnioskom z polskiego pilotażu. Perspektywę obserwatora, zamawiającego, wykonawcy oraz instytucji zarządzającej funduszami unijnymi zaprezentują przedstawiciele wszystkich stron polskiego paktu uczciwości. Drugiego dnia tematem rozmowy będzie aktywizowanie obywateli do działań monitoringowych, o czym opowiedzą osoby zaangażowane w koordynację europejskiego pilotażu paktu uczciwości, obserwatorzy z innych państw oraz polscy interesariusze projektu.

The Stefan Batory Foundation invites you to a two-day conference „Integrity Pact pilot in the European Union. Results and perspectives”, which will be held on 23rd and 24th of November 2021 from 10.00 am to 12.00 pm (CET). The event will be broadcast live on the Batory Foundation’s profiles on Facebook and YouTube. On the second day, the broadcast will be available in Polish and English.
Since 2016, the Batory Foundation has been monitoring the modernization of the railway No.1 on the Częstochowa – Zawiercie section as social observer. After the monitoring activities are over it is time to sum up the observation – what has been achieved? Will the Integrity Pact be replicated in the future? How can citizens be involved in the monitoring of public procurement? We will discuss this with our guests during two discussion panels summarizing the project.
On the first day of the conference, the discussion will be devoted to the conclusions of the Integrity Pact in Poland. The perspective of the observer, contracting authority, contractor and managing authority will be presented by representatives of all parties involved in the Integrity Pact in Poland. On the second day, the topic of the conversation will be involving citizens in monitoring activities, which will be discussed by coordinators of the Integrity Pact pilot in Europe, observers from other countries and Polish stakeholders of the project.

The Integrity Pact is a tool developed by Transparency International in the 1990s to prevent corruption in public procurement. Investments in which Pact is implemented are monitored by an independent social observer who checks at every stage whether it is carried out in a transparent and legal manner.
The event is organized in the framework of the project: Integrity Pacts – Civil Control Mechanism for Safeguarding EU Funds, Phase 2 funded by the European Commission.
