The cause of Bulgaria’s rule-of-law deficit is not so much the government’s ambitions to carry out an anti-liberal revolution as the pragmatism of the elites, focused on “capturing the state”. The EU faces the peculiar challenge of dealing with a situation in which European values are violated under pro-European slogans and with the government declaring enthusiasm for everything European.
