The successful reforms in Central Europe and enlargement of EU deepen the widening gap between EU accession countries and their eastern neighbors. The growing isolation of Belarus and authoritarian trends in Russia widen this gap even further. On the other hand, democratic changes in Ukraine manifesting the strength and vitality of Ukrainian civil society raise hopes. Simultaneously, the enlargement of the European Community improves the likelihood of the EU offering a pro-active policy towards the new neighbors in the East, a policy of support of the democratic process, civil society and close ties with the united Europe, with a view to future membership. The goal of the International Co-operation Program is to support active EU policies towards new neighbors in the East, strengthen civil society in Central and Eastern Europe and initiate public discussion on EU international policy in Poland and in Europe. In 2008 we run following projects: The aim of this visa monitoring project is to promote the concept of friendly and open EU borders and advocate solutions that serve to ensure the best standards of service of travelers at the UE bordercrossing. We initiate debate, publish reports and policy papers and organize conferences on European Neugborhood Policy. We stimulate discussion, publish papers on developments /changes in Russia and its relations with European Union. We promote knowledge about Central Asia in Poland and support the development of civil society in states of this region, participate in the debate o relations of this region with Poland and UE International Election Monitoring In cooperation with Polish Foreign Ministry we organize recruitments of independent observers to the election monitoring missions in the countries of OSCE.
