Anti-Corruption Program

The quality of legislative procedure is of vital importance for corruption limitation in Poland. Anti-Corruption Program engages in the actions aimed to promote legislative procedure that will eliminate corruption threats. The Act on Lobbing Activity passed by the Parliament on July 7, 2005 provides significant and much expanded opportunities for involvement in the legislative process by all interested parties. In 2006, with the assistance of an expert commission, we selected 3 acts for scrutiny: Central Anticorruption Bureau Act, act on state personnel resources, on nominating for high public posts, on civil service and act on financial market supervision. We opined also the bill on limiting the economic activity by persons fulfilling public functions. At the end of 2006 we released report summarizing our findings and experiences.

In 2007 we monitor following government projects:

  • amendment of Public Procurement Law
  • Act on the Office of Registry of Drugs and Medical Products (a counterpart of Food&Drug Administration)
  • amendment of the bill to limit economic activity by persons fulfilling public functions
  • turning State Treasury land into housing projects
